MinC tem sua estrutura alterada
O Diário Oficial da União publicou no primeiro dia deste mês a nova estrutura regimental do Ministério da Cultura (MinC). O decreto 7743/2012, assinado pela presidenta Dilma Rousseff, traz a formação de duas secretarias: a da Economia Criativa (SEC) e a da Cidadania e da Diversidade Cultural (SCDC).
Entre as atribuições definidas compete à SEC propor, conduzir e subsidiar a elaboração, implementação e avaliação de planos e políticas públicas para o desenvolvimento da economia criativa brasileira e coordenar ações para o seu desenvolvimento.
Esta secretaria conta com as diretorias de Desenvolvimento e Monitoramento e de Empreendedorismo, Gestão e Inovação.
A SCDC tem como atribuições, planejar, coordenar, monitorar e avaliar políticas, programas, projetos e ações para a promoção da cidadania e da diversidade cultural brasileira.
Também é competência desta secretaria promover programas, projetos e ações que ampliem a capacidade de reconhecimento, proteção, valorização e difusão do patrimônio, da memória, das identidades, e das expressões, práticas e manifestações artísticas e culturais, entre outras.
A secretária Márcia Rollemberg comemorou a criação. “A criação da Secretaria da Cidadania e da Diversidade Cultural expressa que o Programa Brasil Plural está conectado pelo Programa Cultura Viva, porque a rede de Pontos de Cultura reconhece e valoriza a riqueza da diversidade cultural brasileira”.
A SCDC agrega a Diretoria da Cidadania e da Diversidade Cultural. Além destas novas secretarias, o MinC continua com as secretarias de Políticas Culturais (SPC); Audiovisual (SAv); Articulação Institucional (SAI); e de Fomento e Incentivo à Cultura (SEFIC).
EDUCAÇÃO E COMUNICAÇÃO
A diretoria de Educação e Comunicação também foi criada com o decreto, no âmbito da Secretaria de Políticas Culturais(SPC), com o intuito de desenvolver uma Política Nacional de Integração entre Educação e Cultura que promova o reconhecimento das artes como campo do conhecimento e dos saberes culturais como elemento estratégico para qualificação do processo cultural e educativo; e de reconhecer a importância central ao enlaçamento da Cultura à Comunicação para garantir o fortalecimento da diversidade e pluralidade cultural, fundamentais para o alcance da plenitude cidadã.
O decreto mantém, também, as instituições vinculadas em autarquias – Instituto do Patrimônio Histórico e Artístico Nacional (Iphan); Agência Nacional do Cinema (Ancine); e o Instituto Brasileiro de Museus (Ibram) – e as fundações – Casa de Rui Barbosa (FCRB); Palmares (FCP; Nacional de Artes (Funarte); e Biblioteca Nacional (FBN).
